On Friday the 15th of April, President Putin signed into law the Electronic Draft Call Up. This new law explains that most men will be Military Registered and obligated to serve with the exception of men who have been exempted from doing their service, and women with medical experience or who have military-registered training. There will now be a permanent obligation to conduct Military service. This Registry has been introduced to be online. Nationals will therefore receive their service notice via post and receive a delivery notification to confirm that they have been served. How are individuals impacted? Conscription notices can be sent via registered mail with a delivery notification Conscription notices can now be sent in an electronic form A conscription notice is now considered to be served 7 days after its publication in the new Registry of Conscription Notice. This new Registry puts the responsibility on the individual to comply with the conscription. What are the implications and restrictions introduced by the new law? Russian Nationals who are abroadNationals living abroad previously could not physically receive their notice, however, with the new law allowing electronic deliverance of the conscription, they now can be served. It is recommended that Nationals living abroad delist from their Military requirements. It is also recommended by Russian law that if a citizen is leaving the country for more than 6 months, they are required to delist. A new form has been introduced to the Russian online government portal which can be completed online for the intent to delist. It has yet to be confirmed if delisting can be done via a representative or using a power of attorney. Individuals in Russia wanting to RelocateIt is recommended that individuals in Russia wanting to relocate, move to one of the CIS countries. The top 4 easiest countries to move to include Armenia, Georgia, Kazakhstan, and Uzbekistan. These countries all have minor requirements for relocation and are usually considered to be the first destination country before travelling to another. If a company does not have an office in their country of relocation, an EOR can be used to assist. It is always recommended for travellers to always travel with an international passport. Visa Options Digital Nomad DirectionsThere is a noticeable increase in numbers for the application of digital nomad visas. Individuals are applying for remote work in countries such as Spain, Greece, Portugal, and Hungary in order to relocate. Certain countries, such as Spain, allow for an in-country complex. Serbia Nationals are considering Serbia as an excellent option to relocate. However, visa restrictions and requirements for Russians have toughened. The Digital TransformationWith the immigration backlogs in some countries, including the UK, there is a growing appetite for digitalisation to facilitate visa and work permit applications across all visa application centres.Around the world, governments have spent the past few years moving towards online services for visa applications. Canada implemented a platform to support the IRCC in 2021, whilst Sweden launched the Kraftsamling in December 2022. South Africa has also undertaken a digitalisationn project and is looking to implement self-service kiosks to help citizens and residents obtain official documents in a more streamlined manner.However, in many countries tech advancements for immigration procedures are lagging behind the need for more streamlined processes, and there are also concerns about whether digital technology will create new challenges of its own. Considering Immigration Rules and Document Collection Shifting away from manual paperwork collection and submission, digital technologies, in many jurisdictions enable employers and employees to submit online application forms to the official processing bodies. Depending on the type of application, some countries have already started taking to steps to eliminate the requirement for providing hard copies during in-person appointments. In New Zealand, temporary permit types can be lodged with digital copies, though permanent residence types still require originals to be presented. One of the greatest challenges, however, is that in many countries existing “wet-signature” requirements on certain documents add a considerable amount of time to the application process.In one example, a Russian National living in Thailand and moving to Luxembourg is required to order their Police Clearance Certificate (PCC) from Gosislugi, have the document posted to a friend, family member or POA within Russia, and have the document forwarded to Luxembourg via a third country (e.g. Georgia), due the shipping ban from Russia in the EU member states.The complete process often takes between 2-3 months for the procurement of a single document.
