Regional Headquarters Scheme
International businesses are strongly recommended to set up a regional headquarters (RHQ) in the KSA
An RHQ gives the holder preferential treatment from the Saudi government, including tax breaks and the lifting of quotas on visas and workforce composition.
Most importantly, it allows you to take contracts with institutions, agencies or government-owned funds like the Public Investment Fund (PIF).
What is a Regional Headquarters?

Am I eligible to set up an RHQ?
To obtain a Saudi business license and register an RHQ, you must:
- Already operate in at least two other countries
- Submit a business plan for your regional operations
How do I form an RHQ?
There are only two steps:
- Apply for a licence from the Ministry of Investment
- Register your RHQ
What are the benefits of an RHQ?

Why is setting up an RHQ so important?
International businesses without an RHQ in Saudi Arabia cannot take out contracts with government ministries, agencies or institutions. This includes the PIF.
How can I maintain regulatory compliance?
To qualify:
- Start within 6 months of getting the license.
- Have at least 15 full-time employees, including 3 top executives, after a year.
- The RHQ must not generate revenue.
