What are the options for leaving Russia? Where to? And how?

On Friday, the 15th of April, President Putin signed into law the Electronic Draft Call Up. This new law explains that most men will be Military Registered and obligated to serve with the exception of men who have been exempted from doing their service, and women with medical experience or who have military-registered training.
There will now be a permanent obligation to conduct Military service. This Registry has been introduced to be online. Nationals will, therefore receive their service notice via post and receive a delivery notification to confirm that they have been served.
How are individuals impacted?
- Conscription notices can be sent via registered mail with a delivery notification
- Conscription notices can now be sent in an electronic form
- A conscription notice is now considered to be served seven days after its publication in the new Registry of Conscription Notice. This new Registry puts the responsibility on the individual to comply with the conscription.
What are the implications and restrictions introduced by the new law?
Russian Nationals who are abroad
Nationals living abroad previously could not physically receive their notice; however, with the new law allowing electronic deliverance of the conscription, they now can be served. It is recommended that Nationals living abroad delist from their Military requirements. It is also recommended by Russian law that if a citizen is leaving the country for more than six months, they are required to delist. A new form has been introduced to the Russian online government portal, which can be completed online for the intent to delist.
It has yet to be confirmed if delisting can be done via a representative or using a power of attorney.
Individuals in Russia wanting to Relocate
It is recommended that individuals in Russia wanting to relocate move to one of the CIS countries. The top 4 easiest countries to move to include Armenia, Georgia, Kazakhstan, and Uzbekistan. These countries all have minor requirements for relocation and are usually considered to be the first destination country before travelling to another. If a company does not have an office in their country of relocation, an EOR can be used to assist. It is always recommended for travellers to travel with an international passport.
